The United States government quickly took responsibility for killing hundreds of birds in Yankton, South Dakota.
Posing a danger to the animals and farm workers, five thousand birds were defecating in the feed meal of a feedlot. USDA decided to poison the birds with bait, laced with poison DCR-1339.
Officials had not expected the birds to fly nearly 10 kilometres, before succumbing to the poison.
Normal reports of mass deaths average around 3.4 per week. The beginning of 2011 has seen this number greatly exceeded globally. Authorities say the deaths are not connected, but have both local authorities and scientists baffled.

In numerous instances the cause of death may never be clearly known. Many people are beginning to ask if this is the commencement of the fulfillment of various prophecies in the Bible? Someone has dubbed it 'aflockalypse', while conspiracy theorists blame government experiments. There are some scientists who believe that recent events may be a world-wide disaster, or caused by testing of biological weapons.

With Group LTC Insurance, some of the conventional features of group plans remain intact while other features are more similar to individual insurance policies. First of all, the policies might actually be individual LTCI policies. If so, the policies are fully "portable" if the employee leaves the plan and need not be converted in the traditional way. Optionally, the employer‑sponsored LTCI plan may be set up like other group coverages, requiring employees who want to continue the insurance to convert to individual policies within a certain period after termination. (This is called a conversion privilege and not all group insurance plans offer it.)
WHO IS ELIGIBLE FOR GROUP COVERAGE?
A feature that sets group LTCI coverage apart from other types of group insurance is who may be covered. Most plans are offered not only to employees and their spouses, but also to the parents of both parties and, sometimes, to children and to retired workers. In most cases, employees are exempt from medical underwriting ‑ they won't have to have a medical exam ‑ but it is likely that other family members must have some type of medical screening. Know the requirements for policies marketed because some insurers require medical underwriting for all parties, including employees, while other group plans might not require medical information about any of the parties. In some cases, even if medical underwriting is required, it is less stringent than for individual policies, especially for older parents. The NAIC's shopper's guide encourages older people to investigate their children's Group LTCI coverage if available, indicating that, while medical screening is likely, group coverage might be more advantageous than individual policies.
The age at which individuals may purchase employer‑sponsored LTCI coverage is often earlier than the age minimums for individual policies. Typical existing plans specify ages 30, 35 and 40 as the minimums and at least one plan designed by a large corporation is offered to 20‑year‑olds. While there are individual policies insuring at these earlier ages, they are fairly rare.Upper age limits vary considerably but generally are similar to individual policies, ages 79 to 85 being typical maximums for purchasing coverage.
WHAT ARE BENEFITS & OTHER PROVISIONS RE: INDIVIDUAL PLANS?
Employer‑sponsored LTC Insurance may be virtually identical to individual policies marketed. In fact, this would apply to the policy discussed in the Pseudo-Group discussion later in this text. Most offer a range of daily benefit amounts, benefit periods and elimination periods. One should always be aware that in many of the existing plans, the employer has worked with the insurance company to decide on the range of features from which employees can choose.
While the employee makes the final choice, the options available may be pre‑selected and, therefore, more limited than with an individual policy.
As for the availability of other benefits and provisions that are found in individual policies, group LTCI plans vary considerably but there is a trend toward including more benefits. Some existing employer‑sponsored plans include or make available inflation protection, Nonforfeiture or return of premium features, death benefits, reinstatement, restoration of benefits, home care benefits, and others. Group plans usually pay for care at several levels, have no prior institutionalization requirements, and cover care for Alzheimer's and other organic brain disease. Exclusions and pre‑existing conditions limits are similar to those in individual policies.

The IRS is making sweeping changes in the tax preparation industry in order to ensure that only qualified individuals serve the public. Preparers will now have to obtain a Preparer Tax Identification Number (PTIN), accrue a certain amount of continuing professional education (CPE) and pay the annual .25 fee.
Every individual that would like process tax returns after December 30, 2010, will need to obtain a PTIN. The requirement is all encompassing, so it applies to employees of tax preparing businesses as well. For those that already have a PTIN, registration into the new IRS system is still required in order renew the number. Registration capabilities are expected to begin in the middle of September 2010.
Competency testing must be completed (and successfully passed) in order to receive a PTIN.It provides an individual the ability to complete Form 1040 series returns. Two different tests will need to be taken within 3 years, which will cover:
Wage & Non Business 1040
Wage and Small Business 1040 (Schedules C, E, F and related forms)
The exams are scheduled to be available in the middle of 2011. In the future, the IRS plans to have additional testing and instructions for other forms.
At this time, the IRS has not yet determined the mandatory passing score for the competency testing. Other details, such as the components of the exam, testing procedures, locations and the applicable fee have not yet been established either. However, a registrant will have the ability to take the test an unlimited number of times.
Any person that does not complete this requirement within the designated period will have their PTIN deactivated and will be taken off the list of registered preparers.
Continuing Professional Education CPE
Each PTIN holder will need to complete 15 hours of tax CPE in order to maintain his or her registration in the IRS public database.It is important to note that tax preparers should wait until January 1, 2011 to begin accruing their CPE credits, as any tax courses taken before this date will be ineligible to meet the IRS requirement. The curriculum must consist of 10 hours of Federal Tax Law, 3 hours of Tax Changes/Updates and 2 hours of Ethics CPE.
An exception to the mandatory testing exists for attorneys, enrolled agents and CPAs (enrolled actuaries and enrolled retirement plan agents are included only if their tax preparations are within their limited practice area). It is important to note that if one of these types of practitioners is not active and in good standing, then they will be subject to competency testing.
To qualify for an exemption to the CPE requirement, a tax return preparer must be an attorney, CPA, enrolled actuary or enrolled retirement plan agent. Registered or licensed public accountants in certain states are deemed to hold the same rights as a CPA and do not have to take the exam or meet the CPE requirements.

The expectations of each state will vary and can change at any time. Each licensee must keep themselves educated on their state's latest CE requirements. Every state posts the up-to-date version of their rules and regulations on their website. This is a good source to check during each renewal cycle to see if there have been any changes.
The MFT continuing education requirements for each state can be met from a number of online providers. These online providers may not be approved in all states for MFTs. Verify that the provider to be used has the appropriate approval to offer MFT continuing education courses in your state. The approvals received and provider numbers issued should be displayed on the online provider's website.
Here are some suggestions on ways to keep yourself informed regarding your CE requirements:
--Document your state board's phone number, website address, mailing address, fax number, etc.
--Ask to be added to your state board's mailing list for any newsletters or other communication methods of updates.
--Identify a CE provider that gives access to the various state board's websites via links. The same provider might have links to the websites of the national boards from which they have been approved as well. The CEU provider should have a page dedicated to these links. Unfortunately, not all providers have this information. The ones that do are providing a valuable resource.
--Begin the process early. Start months before your license expires. This will provide enough cushion to conclude your CE according to the most recent regulations provided by your board. You can also use the extra time to select courses that will challenge you beyond your current abilities, and not just settle for courses you are already comfortable with. There is no reason to put yourself into panic mode because you waited to long to get started. Think and plan ahead.

Working full time and using online training as a vehicle for further your education is often a unique challenge that requires some amount of creative thinking. Usually, the problem isn't really about time. It's about being able to set priorities and learning how to restructure the time that's allotted. Moving the online training courses to the top of the list helps to make it easier to restructure those priorities.
Online training courses give you the flexibility to create a schedule that is going to suit your needs and allow you the freedom to choose your education over certain other aspects of life. If you are unable to put down the remote or get off your social network page you're going to have a much harder time finding the time that you're looking for.
There are plenty of people who have learned to happily live out of their dryer for a few months instead of insisting that their sweat pants are folded and neatly tucked away. There are others who have found that hiring someone to watch the kids, walk the dog, or do light housekeeping has opened up the time they needed to devote to their education. Some people complete their online training by taking a few vacation days when they need to. It's all about balance.
It's not that we all need to become comfortable living around dirty dishes and unkempt clothing, but there are many little chores that can easily be delegated to someone else in the household. If there isn't anyone else in the household, a neighborhood student will be more than happy to take on a job for less than you would pay a professional but with the responsibility capabilities required to show up and do the job they were hired for. The use of the hamstring graft has had a resurgence in popularity in recent time. We recently interviewed a prominent orthopedic surgeon to ask him about its history.
Here is what he said:
PhysicalTherapyContinuingEducation.Org:Lets dive into more about specifically ACL surgeries and hamstring grafts. Can you just give us a brief history of the hamstring graft? It seems like it kind of went through a phase of being popular, and then not so popular, and now popular again.
ACL Surgeon: Well, the original graft for ACL surgery actually was tendinous tissue. The tensor fascia lata band was used. Very soft tissue grafts were used. And the problem with that was that they were non-anatomical and there were issues with fixation.
Then the bone-patellar tendon- bone graft really developed and gained as the foremost graft in the 80s, as fixation for this was quite good, the strength of this was quite good, and really there were good techniques involved in using the arthroscope.
Hamstrings were then developed around the same time and utilized in the late 80s, early 90s, into the 90s, and gained favor as this was an alternative graft. The problem however, and some of the early research and literature was that the fixation for the hamstring or soft tissue grafts wasnt quite as good as the patellar tendon. Therefore the clinical results seemed to be behind that of the patellar tendon graft. So then it lost a bit of favor in the 90s maybe into the 2000s.
Then with the development of other fixation devices, it has made a surge back into favor and certainly is a nice alternative graft source and a nice graft for reconstruction of the ACL. It now is thought of, in terms of fixation, as similar to that of patellar tendon and really thought equally in terms of utilization as a graft in many instances. In fact, many people will consider it a better graft source for certain people.

A recent American Psychological Association survey revealed that many psychologists feel stressed, with work/life balance being the biggest stress factor. The necessity of continuing education is an additional burden upon continual professional improvement. With Smartphones and Wifi access increasingly available, being "out of the office" is a thing of the past. Being constantly available is good in case of emergency, but can leave little down time to decompress and find your happy place.
Research has shown that for some psychologists and others - people who had been labeled "workaholics" - working on a day off or vacation can actually reduce their stress level because they are not freaking out about work piling up and what awaits them when they return to their desk.
Being young and carefree is quickly becoming a misnomer for psychologists just starting their practice, as well as other members of the Millennial generation. While not even having kids of their own yet, more and more members of this generation say that they struggle with life and family balance. Many of them are balancing work and the care of an aging parent.
The 2009 APA Colleague Assistance and Wellness Survey examined stress factors in the lives of 650 practicing psychologists. Getting too engrossed in trying to help patients and possibly seeing too many patients to keep the practice afloat were seen as top stress detriments to psychologists.
Their work/life balance is the biggest thing impacting their professional career, the survey revealed, and that topped respondents' list of worries.
But on the flip side, nearly every respondent - 96 percent of survey takers - said that having a work/life balance is the biggest stress reliever of them.
Psychology experts offer these tips for keeping stress at an arm's length:
Know what works for you - There is no one-size fits-all solution for dealing with stress, according to Ellen Ernst Kossek, co-author of "CEO of Me: Creating a Life That Works in the Flexible Job Age."
Use family/work policies to your advantage - If your workplace offers flex time or other ways to help families, don't be afraid to use it if it works for you. Being able to come in later or leave earlier to handle family responsibilities can help take some stress off of you. Continuing education can be completed online or during downtime to help relieve time constraints.
Getting help from the top - Talking to your manager and getting help from him or her can also help relieve stress. Your boss understanding the family situations you have to handle and being willing to work out a mutually beneficial arrangement can make a big difference in family/work balance.
Putting focus on yourself - Getting enough sleep, eating right and exercising can help keep stress at bay. Also, by working with clients and co-workers, you may be able to work out better solutions to issues and reduce stress factors.

R.N.s with associate's degrees may earn their BSN through RN-to-BSN completion programs, an increasing number of which are offered online. Nurses typically take continuing education courses while they work. In fact, many hospitals reimburse tuition for their employees who are studying for their BSN.
To gain a license a student must graduate from an approved nursing program and pass a licensing exam. Registered nurses must also become licensed in the state in which they work. The only way to avoid reporting a gift is when it is less than the annual exclusion. This threshold is indexed to the cost-of-living. However, it remains at ,000 for 2011 – the same as 2010. This allows anyone to give to another person up to ,000 during a calendar year without having to count it against the ,000,000 lifetime exemption.
Study for the enrolled agent examination covers the technique known as gift splitting.This permits a married couple to give a gift of twice the annual exclusion without incurring gift tax. The couple agrees to split the gift when filing their separate gift tax returns.

The most often targeted of our population by these miscreants are the elderly for a variety of reasons. Fortunately the Departments of Insurance and legislatures - locally, state and federal - have created special types of regulation protection these citizens, and this is true in the field of annuity sales. There is a chapter of this text dedicated to the problems of the senior citizens with discussions of appropriate regulations and penalties for those who ignore or disregard these regulations. This section discusses the sales practices of agents marketing annuities to anyone regardless of age, recognizing that some of this will be repeated in the later discussion of marketing to the seniors.
For the purpose of this discussion and regulations, "advertising" applies not only to "ads" (which actually is an abbreviation for advertisement...).brochures, newspaper and other media articles, television and radio advertising - but primarily printed material. Envelopes, stationery, business cards and any other material that is used by an agent or insurer that are designed to describe the insurance product and to attempt to encourage a purchase of the insurance product - annuity for this discussion.
Simply put, the regulations89 are intended to insure that the insurers and agents treat their clients honestly and openly. Therefore, any advertising must not mislead those who read it and act upon the information contained in the material (with special obligations to seniors, discussed later).
Advertising is also the material that is used to generate leads through reader response, generally followed by an agent calling.It can advertise a meeting or seminar at which information is provided (also covered in detail in a separate section), or simply advertising the product of the insurer. If the name of the prospect is obtained from a lead source, the source must be disclosed to those over age 65.
Even though it is in nearly all agent's contracts, it does not hurt to point out that the insurance company must give an agent permission in writing before the agent can advertise the product.
SEMINARS, CLASSES, INFORMATIONAL MEETINGS
Agents and others who market financial products, attempt to obtain new clients by holding seminars, classes or information meetings. This is particular applicable in the Senior market, and is so discussed later in the text. Basically, the regulations require that for such a meeting to be advertised (to any age) that the advertiser must disclose their intention by adding "and insurance sales presentation" immediately following the words "seminar," "class," or "informational meeting."

PENALTIES FOR VIOLATION OF THE REGULATIONS
Any person or business in violation of the advertising regulations is subject to a stiff fine levied by the Insurance Commissioner. The fine for the first offense is 0, for the second offense it goes to 0, and for the third and later offenses, ,000. The maximum fine for any one violation is ,000. The cancellation or nullification of Flood Insurance Policy procedures can be found in detail at http://www.fema.gov/business/nfp/manual.shtm - and it contains some10 pages of detail. This discussion does not cover all of the intricacies and details contained in the manual, but should give the agent guidance on what canceling or nullifying a policy can entail, what is needed, and how it can be explained to the client.
Refunds will be made by the insurance company for the current and one prior year. If refund is requested for a period of more than 2 years, then the NFIP must process the request. The request must consist of a policy cancellation request and the premium refund calculation for each year. (A copy of the cancellation request form follows.) The insurer must also include statistical records for each policy term and evidence of premium having been received—accounting details which should be expected.
COMPLETING THE CANCELLATION FORM
Current Policy Number: In the upper right-hand corner of the form, enter the NFIP policy number.
Policy Term: Enter the policy term and the cancellation effective date.
Agent Information: Enter the complete name, mailing address, phone number and fax number of the agent/producer.
Insured Mail Address: Enter complete name, mailing address and phone number of the insured. If insured has moved, enter the new mailing address.
First Mortgage: Enter the complete name, mailing address, phone number and fax number of the first mortgagee.
Other Parties Notified: Enter the complete name, mailing address of all other interested parties that should be notified, such as an additional insured, second mortgagee, loss payee, trustee, or disaster assistance agency.
Property Location: Enter the location of the insured property.
Cancellation Reason Code: Check the reason for cancellation of the policy and provide any additional information required. (A list of cancellation codes follows.)
Refund: Check the appropriate box to indicate to whom the refund is to be made payable.
When the cancellation/nullification notice has been received and if it directs the NFIP to make a premium refund to the PAYOR, and the policy has been endorsed showing the PAYOR as a WYO company or agency, then
F the NFIP will make the refund payable to the insured and mail the refund in care of the producer.
Check the appropriate box to indicate to whom the refund should be mailed.
Signature: The insured must sign and date the Cancellation/Nullification Request Form for all cancellation reason codes except for 5 and 6. The producer must sign, date, and enter a Tax ID Number or Social Security number in every case. After the form is completed, attach all supporting documents, and mail the original to the NFIP
The producer should retain the second copy; the third copy goes to the insured and the 4th copy to the mortgagee.
After this form has been processed, the NFIP will send the producer, mortgagee and insured a notice of cancellation.
CANCELLATION REASON CODES
The following reason codes for cancellation/nullification of NFIP policies is a summary of the reasons as most of them are self explanatory. For more details, please refer to the Flood Insurance Manual.
1. Building Sold or Removed. Insured has no more insurable interest, or any other reason that the building is sold or removed. If the building is sold, proof of sale is required. Request must be received within 1 year of sale/removal, accompanied by Bill of Sale, settlement statement, or other such proof of removal or total loss. Up to 2 years pro rata refund
2. Contents Sold or Removed. Insured no longer has an insurable interest or the property has been removed from the property. Proof is needed, such as Bill of Sale, etc. Pro rata refund. Cancellation request must be received within 1 year of new policy effective date.
3.Policy Canceled and Rewritten to Establish a Common Expiration Date with Other insurance Coverage. A "housekeeping" reason and new policy must be rewritten with the same company for the same or higher" amounts of coverage. This should be accompanied by a Cancellation form for the previous policy. One year refund maximum.
4. Duplicate NFIP Policies. Refund is pro rata. Insured can choose which policy to keep, but only one policy will be effective. Document by submitting copy of declaration page(s) and copy of force-placement letter from the mortgagee if applicable. Force-placement usually has been done by the lender, but if both policies are applicable, the WYO company will cancel the force-placed policy.
5. Non-Payment. If there has been an "insufficient funds" check used to pay the premiums, policy is then nullified, with bank's notice attached to the form. A full premium refund will be provided to the producer if the producer has sent his funds to the insurer. If the WYO covers the premium for a prospective insured and then does not receive payment, the policy can be nullified. Full refund.

I have been in my current position in my firm now for over three years. I do not find my job challenging enough or if I am honest rewarding enough monetary wise or fulfillment wise. I do not feel excited about coming to work the way I used to only a year ago.
My problem is that my current level of education means I have reached as far as I can go in my particular field. The new “kids on the block” who join our firm straight from university have degrees coming out of their ears. The only thing they lack is experience but this can be accumulated within a couple of years. I have done some research and within two years, the latest young high flyer will have accumulated enough experience to side step me. So in as little as two to three years he could be my boss. Whatever I decide to do, I need to do it now.
I need to get an equivalent degree if not a master’s degree.This would see me into my well-deserved retirement and ensure the younger management members will remain my subordinates. I have to initiate my continuing education program and fast if I wish to fulfill my ambitious plan in the tight time scale. My continuing education means time away from my desk, attending lectures. The written work is no problem as this can be done in the evening at home or in the office if I need to access files etc.
I took no time in contacting the local university. I was shocked to hear I would have to sit an entrance exam if I wish to continue my education. They also insist that I attend a returning to education workshop as it has been so long since I studied.I had to agree if my continuing education plan was to succeed.
I made all the relevant appointments and carried out a costing exercise of the next two years during my continuing education program. I was now ready to address my boss with my proposal.
I asked for a consultation and it was scheduled for the next day. I also asked for my supervisor to attend the meeting at the latter stage. I also asked a human resource representative to attend. This way any agreements would be done there and then rather than schedule another meeting thus wasting valuable time and resources.
As I imagined it, the meeting went flawlessly. My meticulous planning was a masterpiece. My continuing education plan was now a reality. I do not believe the new younger managers could act so proactively now or in the future, you either have it or not. And I not only have it but very soon I will have a master’s degree that will keep the young pups biting at my heels where they belong.
I would recommend any manager to initiate a continuing education plan of their own if they want to stay ahead of the game. “If you snooze you lose” as the saying goes.

No matter what type of annuity you purchase, it is subject to a 10 percent IRS penalty for withdrawals of growth of income made prior to age 59 . No penalty is imposed on one's principal, i.e. the money put in by the owner is the owners money.
It makes no difference how old the annuitant (or owner) of the contract is, if they die then there is no penalty. Also, the Section 72 of the IRS Code states that the penalty is waived if the annuitant (or owner) is disabled. Generally, it must be the death or disability of the annuitant, not the contract owner or beneficiary, except where the contract is owner-driven, in which case all IRS penalties will be waived upon death or disability of the owner.
If the contract is annuitized, it will avoid penalty, but such annuitization must be elected by the contract owner within one year after investing in the annuity.
The final way in which the 10 percent IRS penalty can be avoided is the contract owner being age 59 1/2 or older.
Because of these penalties, annuities are usually recommended for younger people unless it is part of a retirement plan such as an IRA or pension plan or profit-sharing plan. Of course, there is always the exception of the person who has sufficient funds so that they would not have to touch the funds in case of an emergency. Annuities are ideal candidates for the investor who is near or past age 591/2.
Unless the contract is owner-driven, the owner can be any age, from newborn to centenarian. But even with the penalty, it could still make good sense for a young person(s) but would depend upon how soon the money is withdrawn and the assumed rate of growth.
Inside an annuity, the contract-holders money will grow and compound tax-deferred, not tax-free. To say it another way, any and all income tax liability can be postponed indefinitely. The death of one spouse will not trigger income taxes provided that the beneficiary was the surviving spouse. What happens when the surviving spouse remarries? The survivor can name themselves as the beneficiary and can name a new partner as the annuitant. When the last spouse dies, the beneficiary(s) can postpone taxes for up to an additional five years.
Income taxes are always due in the year in which income or growth of the fund is received. The return of principal is never taxed, regardless of who receives the money. The amount of taxes on the growth will be based on the tax bracket of the person receiving the funds. Unfortunately the taxable portion is always considered as ordinary income, and does not qualify for capital gains treatment.
As is obvious, taxes will have to be paid at some time or other. This may be considered as a negative but perhaps it is not all bad. For instance, the owner of the annuity decides when withdrawals are to be made. Therefore, one would attempt to take out the money when they are at the lowest income tax bracket, i.e. their income is the lowest. Frequently this is when the person retires.

In most states, counseling continuing education is more than a suggestion; it is a requirement. This is not true in all states, however. Even in some states where there are no requirements, private employers will place those requirements on their employees, knowing that it will help raise the standard of therapy provided at the institution. Of course, an unfortunate side effect can occur within those states and organizations that have credit requirements. Rather than use those minimum standards as just that, professionals simply get what they need to stay employed and nothing more. The best professionals in the field see those requirements for what they are-minimums-and move beyond them each and every year.
Every therapy center depends on the knowledge and ability of their staff in order to build a reputation. And a reputation is all any such organization really has. Whether it is a government agency or a private institution, the goal should always be the provide the best care possible. This is an impossible goal to achieve if the staff is not immersing themselves in academics, learning the latest techniques and trends that are being developed around the country and throughout the world. Without this continual learning, the field grows stagnant and patients are no longer likely to make the kind of progress they should be making.
The soft sciences are living fields of study. They cannot exist in a vacuum, only to be read about in stuffy textbooks. What you learned in college ten years ago may be largely obsolete in today's practice. However, if you never take the time to further your studies, you'll never know this. There are a number of ways to accomplish counseling classes. Ask your employer or seek out ways to do so, even if it means going well beyond the minimum standards.
